RFQ FOR SUBSURFACE IMAGING
REQUEST FOR QUALIFICATIONS FOR SUBSURFACE IMAGING OF PORTIONS OF THE DOWNTOWN RIVERFRONT AREA OWNED BY THE CITY OF KANSAS CITY, MISSOURI AND PORTIONS OWNED BY THE PORT AUTHORITY OF KANSAS CITY, MO - DUE SEPT. 15, 2010
The Port Authority of Kansas City, Missouri (the “Authority”) is requesting firms with extensive experience using ground penetrating radar or an equivalent geophysical method (“GPR”) to submit a Statement of Qualifications for the production of images of the subsurface of portions of the Downtown Riverfront Area under the control of the Authority. The “Downtown Riverfront Area” includes Riverfront West, Berkley Riverfront Park, and the Riverfront Economic Development Initiative ("REDI") Area, and is generally described as that area bounded by the south bank of the Missouri River on the north, the I-29/35 Bridge on the east, the BNSF railroad tracks on the south, and the east right-of-way line of Delaware Street on the west. Contracts for professional services entered into by the selected person or entity will be with the Authority. Upon negotiating a scope of work and fees, the Authority may award a contract to the qualified proposer selected (the “Professional”). The Authority has not yet determined whether the services requested are necessary to its development of the Downtown Riverfront Area, so the Authority reserves the right to reject all proposals submitted in response to this Request for Qualifications. However, if the Authority determines that the services requested are necessary, the Professional will be expected to commence work as soon as a scope of work and fees can be negotiated.
All proposals will be evaluated based on the completeness of the response, the Professional’s experience and capacity to perform the work, the Professional’s past record of performance for the Authority and the Professional’s familiarity with the Kansas City, Missouri area and specifically, the Downtown Riverfront Area.
The Authority encourages participation by Professionals who have been certified as a Minority Business Enterprise (“MBE”) or Women’s Business Enterprise (“WBE”) by the Kansas City, Missouri Human Relations Department. The Professional will be required to comply with the Authority’s Affirmative Action Policy. A copy of the Authority’s Affirmative Action Policy will be made available upon request.
Upon request, the Professional shall furnish to the Authority letters from the City’s Commissioner of Revenue that the Professional, its contractors and subcontractors are in compliance with the license and tax ordinances administered by the Revenue Division of the City’s Finance Department, including but not limited to City’s earnings and occupational license taxes.
